  Calls on Members States to ensure that independent ADR schemes are available to address consumer complaints in the energy market, including on bundled offers, new products and service providers such as aggregators, and expresses its opinion that the mandatory dispute resolution as established under the 3rd Energy Package is maintained.

  This report provides a number of good practice measures to improve energy bills.

  EU consumer law is there to protect and empower consumers and to provide for effective enforcement of their rights.
  Relevant  BEUC policy demands are related with: the absence of remedies under the Unfair Commercial Practice Directive, the exchange of data as a counter-performance, liability and information duties of online platform, and a better presentation of information and terms and conditions.

• BEUC POLICY PAPER ON HOW THE EU'S ENERGY TRANSITION SHOULD WORK FOR CONSUMERS - May 2017

  
  

  BEUC welcomes the European Commission’s effort to put consumers at the centre of the energy transition. However, the proposals for improving consumer rights in electricity markets need to be further improved to be ready to cope with changing energy markets, new technologies and services. Consumers need guarantees that they will benefit from this energy transition and the opportunities offered by new technologies and services.

• CEER White Paper on Consumer Empowerment - May 2017

  
  

  CEER recommends the 4 improvements to the European Commission’s Clean Energy legislative proposals to better empower energy consumers:
  
  1. Fast and free supplier switching. Supplier switching should, by 2025, typically be executed within 24 hours. Switching fees for customers switching supplier should be prohibited.
  2. Clear, accurate customer information and billing. To avoid information overload for consumers, provide only essential information on bills. Ensure at least 2 years of historical data is available for all customers, regardless of meter type.
  3. General consumer legislation provides a more efficient way to enforce reliable (electricity price) comparison tools rather than electricity sector-specific legislation.
  4. Regarding energy poverty, vulnerable customers should be protected by means other than price-setting below market price.

• EUROGAS VIEWS Proposal od Directive on the Promotion of the Use of Energy from Renewable Sources

  
  

  Eurogas welcomes the new Renewable Directive proposals as a timely and necessary recast of the legal framework for renewable energy in Europe. Eurogas support the definition of a future market outset able to produce undistorted and competitive price signals, encourage adequate investment levels, guarantee the security of the energy system, and proceed on the decarbonisation path towards the EU objectives to 2030 and the Paris Agreement - all this without affecting the competitive nature of the offers to consumers.

  This paper focuses on household consumers. In this respect, it is important to bear in mind that households’ electricity use is driven by their daily routine and that their ability to take up new services and offers depends on their financial means.
