• CEER Position Paper on early termination fees - May 2016

  
  

  The focus of this CEER paper is on ‘termination fees’, namely general costs that are charged to customers at the end of the contract and on ‘early termination fees’, namely specific costs that are charged to customers who unilaterally end an ongoing contract with an energy supplier before the contract’s end date.

  The digitalisation of the energy system and the advent of smart meters can bring benefits to all energy players. In the short term, consumers will gain more control over their energy use and benefit from additional services. Suppliers will optimise their business, tailor new offers and target their communication. System operators will benefit from new tools to manage their grids more efficiently and integrate an increasing amount of variable renewables in the system. In the long term, interaction between intelligent appliances, smart grids and home platforms – mediated by or on behalf of consumers – will usher in a new era with radically different consumption patterns centred on automation and remote controls.

  A number of myths tend to hijack the European debate on retail electricity markets. Common misconceptions include claims that energy bills increase due to rising company profits, or that energy suppliers intentionally make it difficult for consumers to compare offers. These myths need to be addressed and the realities properly clarified and explained to allow the debate to focus on the real issues preventing retail electricity markets from functioning properly.

  The Working Group has focused more specifically on: 1) the role of consumers and their potential gains from demand response, energy efficiency and other new innovative services and 2)  the presentation of some existing practices, including individual actions, such as micro-generation, and collective bottom-up initiatives, such as collective switching or energy cooperatives.

  On February, 25th of 2016, ENGIE Mediator Jean-Pierre Hervé , has been registered on the Consumption Mediators list, notified to the European Commission, by the Mediation Evaluation and Control Commission (CECM).

• Gas demand in EU rises for the first time in four years, according to new Eurogas data.30.03.2016.

  
  

  Gas consumption increased last year by approximately 4% compared with 2014, according to the latest estimates from Eurogas. This rise, the first in four years, was mirrored by an increase in liquefied natural gas (LNG) imports highlighting further diversification of supply.

  Heating and cooling consume half of the EU's energy and much of it is wasted. Developing a strategy to make heating and cooling more efficient and sustainable is a priority for the Energy Union.

  The Commission unveiled a package of energy security measures to equip the EU for global disruptions. These measures include moderationg energy demand, increasing energy production in Europe (including from renewables), further developing a well-functioning and fully integrated internal energy market, as well as diversification of energy sources, suppliers and routes.

  DSOs are key players for enabling a successful energy transition while providing a high-quality service to all customers. DSOs must act as neutral market facilitators and guarantee distribution system stability, power quality, technical efficiency and cost effectiveness in the future evolution of energy networks towards a smarter grid concept. DSOs are local or regional operators and, as such, they must work to the benefit of customers.
